About the Kaliningrad Regional Duma

The Kaliningrad regional Duma of the sixth convocation 
(2016 – 2021)

The Kaliningrad Regional Duma is a permanent supreme legislative (representative) body of State power of the Kaliningrad region, which is one of the subjects of the Russian Federation.

The Kaliningrad Regional Duma, side by side with the Governor Kaliningrad Regional Government, the Regional Government, other bodies of executive power and the Statutory Court of the Kaliningrad region, is a part of the regional state authorities based on the principles of legality, publicity, democracy, independence in implementation of powers belonging to the state authorities and also based on principles of the separation of responsibilities and powers between the state authorities of the Russian Federation and state authorities of the Kaliningrad region.

The Regional Duma adopts the Statute (the Fundamental Law) of the Kaliningrad region, regional statutory laws, laws of the region and other legal acts.

The right of legislative initiative belongs to the Regional Duma deputies, standing committees of the Regional Duma, the Governor of the Kaliningrad region, the Kaliningrad Regional Government, representative bodies of local authorities, the Public Chamber of the Kaliningrad region, the Association "Council of Municipalities of the Kaliningrad region", the Kaliningrad regional branch of the All-Russian public organization "Association of Lawyers of Russia", as well as to the Statutory Court of the Kaliningrad region, the Regional Public Prosecutor, the Regional Electoral Commission and the Ombudsman for Human Rights in the region concerning the matters within their jurisdiction, citizens of the Russian Federation residing on the territory of the Kaliningrad region and implementing the right of civil legislative initiative in the order established by the legislation of the Kaliningrad region.

The powers of the Duma are the following: approval of the regional budget and regional socio-economic development programs, establishment of regional taxes and fees, procedure for conducting of regional local government elections, procedure of management and disposition of the regional property, implementation of legislative regulation on other issues within the jurisdiction of the Russian Federation's subject.

The Regional Duma exercises control over implementation of the regional budget, execution of budgets of the territorial state non-budgetary funds; approves conclusion and termination of agreements of the Kaliningrad region; carries out other powers established by federal laws and laws of the Kaliningrad region.

Elections of deputies to the Kaliningrad Regional Duma of the sixth convocation took place on September 18, 2016. The total number of elected deputies is 40, among them 20 deputies were elected from single-member electoral districts, other 20 deputies – from the regional lists of candidates of political parties in one region-wide constituency (the Kaliningrad regional branch of the All-Russian political party “UNITED RUSSIA” - 10 deputies; the Kaliningrad regional branch of the political party “Communist Party of the Russian Federation” - 4 deputies; the electoral association “The Kaliningrad regional branch of the political party “A JUST RUSSIA” - 1 deputy; the Kaliningrad regional branch of the political party “Liberal Democratic Party of Russia” - 4 deputies; the Kaliningrad regional branch of the political party “PATRIOTS OF RUSSIA” - 1 deputy).

For preliminary preparation and consideration of organizational issues of the Regional Duma activities there was created the Kaliningrad Regional Duma Council. The members of this Council are the Chairman of the Regional Duma, the First Deputy Chairman of the Regional Duma, the Deputy Chairman of the Regional Duma, the Chairmen of the Standing Committees of the Regional Duma and the leaders of the deputy factions.

The Kaliningrad Regional Duma has in its structure the Public Council, the Advisory Council on national and cultural autonomies and national associations Affairs, the Coordination Council of Chairmen of Councils of representative bodies of municipalities of the Kaliningrad region.

The Kaliningrad Regional Duma has signed a Cooperation agreement with the Department of the Ministry of Justice of the Kaliningrad region aimed at ensuring the unity of the legal space in Russia, a Cooperation agreement in the law-making sphere with the Procuracy of the Kaliningrad region.

Cooperation agreements have been signed with the Public Chamber, Bar Association and Chamber of Notaries of the Kaliningrad region; the Kaliningrad regional branch of the All-Russian public organization “Association of Lawyers of Russian”; the Association “Council of municipalities of the Kaliningrad region”; the Kaliningrad regional Trade Union Federation; the Baltic Business Club, the Immanuel Kant Baltic Federal University. The Agreement on information cooperation was signed with the Association of municipal newspapers of the Kaliningrad region.

During the period of work of the regional parliament its relations with colleagues from other Russian regions and parliaments of neighboring countries have been extended and strenthened.

The deputies and the Standing Committees of the Regional Duma maintain a close cooperation with members of the Parliamentary Association of the North-West of Russia: the Legislative Assemblies of Saint Petersburg, the Republic of Karelia, Vologda and Leningrad regions; the State Council of the Republic of Komi; the Murmansk and Novgorod Regional Dumas; the Regional Deputy Assemblies of the Pskov and Arkhangelsk regions and the Nenets Autonomous Region.

The partners of the Kaliningrad Regional Duma are the State Assembly-Kurultai of the Republic of Bashkortostan, The People's Assembly of the Republic of Abkhazia, the State Council of the Republic of Tatarstan, the Supreme Council of the Republic of Khakassia, the Legislative Assemblies of the Sverdlovsk, Orenburg, Nizhny Novgorod and Kaluga regions, the Kurgan Regional Duma, the Moscow City Duma and the Astrakhan Regional Duma. Official cooperation agreements were concluded with them.

Taking into account the unique geographical position of the westernmost Russian region legislators expand bilateral cooperation with parliaments of neighboring countries.

The Forum of Parliamentarians of the Group for Interparliamentary Relations with the Sejm (Parliament) of the Lithuanian Republic and the Kaliningrad Regional Duma was created and functions at present. Agreements and Memoranda of inter-parliamentary cooperation were signed with the Landtags of the federal states of Schleswig-Holstein, Brandenburg, Thuringia, the Byurgershaft of the Free and Hanseatic City of Hamburg (Germany), the Association of Municipalities of Southern Sweden, the Sejmiks (Regional Parliaments) of the Pomeranian, West Pomeranian and Warmia and Mazury Voivodeships (Poland) and the Brest Region Council of Deputies (Republic of Belarus).
