The Kaliningrad regional Duma of the fifth convocation
(2011 – 2016)

The Kaliningrad Regional Duma is a permanent supreme legislative (representative) body of State power of the Kaliningrad region, which is one of the subjects of the Russian Federation.

The Kaliningrad regional Duma, side by side with the Governor - a head of the Kaliningard regional Government, the regional Government, other bodies of executive power and the Statutory court of the Kaliningrad region, is a part of the regional state authorities based on the principles of legality, publicity, democracy, independence in implementation of powers belonging to the state authorities and also based on principles of the separation of responsibilities and powers between the state authorities of the Russian Federation and state authorities of the Kaliningrad region.

The regional Duma adopts the Statute (the Fundamental Law) of the Kaliningrad Region, laws of the region and other legal acts. The right of legislative initiative belongs to the regional Duma deputies, standing committees of the regional Duma, the Governor of the Kaliningrad Region, the Kaliningrad regional Government, representative bodies of local government, the Association "Council of Municipalities of the Kaliningrad region", as well as to the Regional court, the regional Arbitration court, the Statutory court of the Kaliningrad region, the regional public Prosecutor, the regional Electoral Commission and the Ombudsman for Human Rights in the region concerning the matters within their jurisdiction, citizens of the Russian Federation residing on the territory of the Kaliningrad region and implementing the right of civil legislative initiative in the order established by the Kaliningrad region law.

The powers of the Duma are the following: approval of the regional budget and socio-economic development of the region, establishment of regional taxes and fees, procedure of elections to the regional local government bodies, procedure of management and disposition of the regional property, implementation of legislative regulation on other issues within the jurisdiction of the Russian Federation's subject. The regional Duma exercises control over implementation of the regional budget, execution of budgets of the territorial state non-budgetary funds; approves conclusion and termination of agreements of the Kaliningrad region; carries out other powers established by federal laws and laws of the Kaliningrad region.

The Kaliningrad regional Duma of the fifth convocation continues the tradition of representative bodies of the Kaliningrad region: the Regional Council of People's Deputies, the regional Duma of the first, second, third and fourth convocations. The term of office is 5 years. The regional Duma is formed of 40 deputies in accordance with the Statute (the Fundamental Law) of the Kaliningrad region. 20 deputies are elected in single-mandate electoral constituencies, other 20 deputies – in the general regional constituency from the wide-regional list of electoral associations.

Elections of deputies to the Kaliningrad regional Duma of the fifth convocation took place on March 13, 2011. According to the results the total number of deputies is 40 people. Out of this number 20 deputies were elected in single-mandate electoral constituencies, other 20 deputies – in the general regional constituency from the wide-regional lists of electoral associations (such as “The Kaliningrad region branch of the All-Russian political party “United Russia” - 9 deputies, the “Communist Party of the Russian Federation” - 5 deputies, the “A Just Russia” - 2 deputies, the “Liberal Democratic Party of Russia” - 2 deputies, the “Patriots of Russia” - 2 deputies).

At the first meeting of the regional Duma of the fifth convocation held on April 2, 2011 Marina Orgeeva was elected Chairwoman of the regional Duma, Sergey Yuspin was elected First Deputy Chairman of the regional Duma and Yuri Semyonov was elected Deputy Chairman of the regional Duma.

Six standing committees are formed and function in the regional Duma:

  • The Standing Committee on Budget, Taxes and Finance (Chairman is V. Frolov, Deputy Chairwoman is A. Voitova);
  • The Standing Committee on Economic policy and Infrastructure development (Chairman is A. Kuznetsov, Deputy Chairman is V. Ryndin);
  • The Standing Committee on Agriculture, Land Tenure, Natural Resources and Environment protection (Chairman is A. Nikulin, Deputy Chairman is V. Seleznev);
  • The Standing Committee on Social policy, Public health, Education, Culture and Sport (Chairwoman is G. Yankovskaya, Deputy Chairwoman is N. Masyanova);
  • The Standing Committee on Legislation, State-Building, Local Government and Regulations (Chairman is O. Shlyk, Deputy Chairman is M. Chesalin);
  • The Standing Committee on International and Interregional relations, Security and Public Order (chairman is S. Shepetilnikov, Deputy Chairman is S. Ginzburg).
  • Fifteen deputies work on a constant professional basis in the regional Duma.

For preliminary preparation and consideration of organizational issues of the regional Duma activities there was created the Kaliningrad regional Duma Council. Its membership is composed of the Chairman of the regional Duma, the First Deputy Chairman of the regional Duma, th Deputy Chairman of the regional Duma, the Chairmen of the Standing Committees of the regional Duma and the leaders of the deputy factions.

In a period of the Kaliningrad regional Duma functioning its relations with colleagues from other Russian regions and parliaments of neighboring countries have been extended and strenthened. The deputies and the Standing Committees of the regional Duma especially maintain a close cooperation with members of the Parliamentary Association of the North-West of Russia; Legislative Assemblies of the Republic of Karelia; Arkhangelsk, Vologda, Leningrad, Murmansk regions; the State Council of the Republic of Komi; the Murmansk and Novgorod regional Dumas; the regional Deputy Assemblies of the Pskov region and the Nenets Autonomous region.

The Legislative Assembly of the Sverdlovsk region, the Kurgan regional Duma and the Moscow City Duma became partners of the Kaliningrad regional Duma. Official cooperation agreements were concluded with them.

Taking into consideration the unique geographical position of the westernmost region of Russia the lawmakers have been broadening the bilateral cooperation with parliaments of the neighboring countries. The memoranda of parlamentarian cooperation were concluded with the Regional Parliaments of Schleswig-Holstein (FRG), Brandenburg (FRG), the Association of Municipalities of voivodships (Poland) and the Kyiv regional Rada. The Forum of Parliamentarians of the Group for Inter-Parliamentary Relations with the Sejm (Parliament) of the Lithuanian Republic and the Kaliningrad regional Duma was created and functions successfully at present.
